How can I send the outlook .msg saved in my C:/ drive as email?

I need to send the Outlook .msg template saved in my drive as Email using asp .net c#.
I also need to put the To, CC, BCC when sending as Email.
can somebody guide me how to do it.

What I have tried:

I have no clue how to do it this is first time to send Email as Outlook .msg.

How do you like to send your .msg file? As an attachment?

no actually its a template and i need to fill the to,cc,bcc by c# and send it as Email.
