When we say, open source hence two meaning that it is free and it's code can access by any one and he can change/modify that code.

Is this same for MySQL, if yes then who's monitoring those changes?

No one is monitoring the changes.
Roughly stated, if you chage the source and distribute your application then you must also distribute the modified sources.
However, making the modified sources available doesn't imply there is someone monitoring for any modification.

but there is some control? because without that how they launch new version like MySQL 5.6.0 ?

Your modifications are (usually) NOT a contribution on the new released version of MySQL. That is they are not included in the MySQL release. If you want to include them then, yes, there is some control.
