Who owns the web services and did you clear this little idea with them? If not, I can tell you they're gonna be pissed at you.

If it's your own web service, have at it. I have no idea what part of this is giving you all kinds of problems because if you break the problem down, as has already been pointed out, each step of the process is really easy.

Google how to call a web service. Plus, I think calling web service every second is not a good idea.
