i want to retrieve image using content based and text based. i am going to use Svm and Iga algorithm.
so please suggest me on which platform i am work.and which data set is best for my project.

You need to understand that this is your topic, and you are expected to do the work. And we have no idea what you mean by "i want to retrieve image using content based and text based". Retrieve them from where, what types of image, what do you want to do with them when you have retrieved them, etc. etc.? Go and do some design work and write out some specific details of the project requirements.
