You can not control Popup blocker. And if user is not interested to see popup why to force them at first place?

Itys not an optional pop up it contain a remainder of an important things to do and must see them directly after log in

So what? You can not change the browser's behaviour. Its by design.

The question as formulated makes no sense. Do you want to pop-up despite of the blockers? Anything else?
