Runtime error of connection failure

c1A connection attempt failed because the connected party didnot properly respond after a period of time,or established connection failed because connected host failed to respond 192.168.50.196:23

I am building this program successfully but error will occur at runtime.
Please any one help me in this problem.

First of all, since it is a connection failure, it has nothing to do with successfull compilation.

Now, it clearly mentions that their was an issue in order to talk to the IP address specified by you. There can be various reasons for it - Are you sure you have proper permissions configured to access it? Sure, there is no firewall issues? Is server up and running?

You need to make sure you are able to connect and communicate with the server to make your application work.
