I am looking for the same functionality as programs such as wizmouse and katmouse where you can scroll external windows under the mouse cursor without first clicking the window to give it focus.

I have searched high and low but can not find any satisfactory solutions.

I am actually looking for a solution on how to do this in code, not to make use of another third party program.

I understand that. I'm sure it's possible in .NET but you probably need to reference some windows api's. I find things like this a lot easier to code in autohotkey than any other language. (You can get the window under the mouse cursor with a single command)
