Interviewer asked me a question...how can you implement the wcf with out system?
so my question is what exactly the out system is out system exactly. i don't think so its a technology.

Maybe this was a "test" by the interviewer to see if you would ask questions to learn about something that you did not understand.

It's nothing I've ever heard of.

The only person that can tell you what he meant would be that interviewer. The correct course would have been to ask him what it meant by "out system". You may have recognized it from the description instead of the term he used.
