We have a windows application which are used by government offices in Europe. Some of the users are elderly people and have problem using the application. Mainly the font size. Can some body point to best practice for UI design which can be flexible.

You need to talk to a graphic designer for the best fonts to use. You can also add a feature that allows the user to increas the font size.

I would imagine that the European government's have a style template already. Have you checked with them?

Well, that is what I have. Luckly for you I had something similar at university not so long ago... This should get you started, for more you will probably have to google/yahoo/bing it, a lot...
