How to update content over a network

I am looking for information to update content in my application over a network/internet "live".

Example: Awhile back I was using a dispatch application at my old job. What I am wanting to do is setup my application where if I move a driver from on standby to active it will show the changes on all workstations either with a short delay or instantly without having to constantly refresh the list.

Can someone point me to a tutorial or offer some advice on how i can achieve this?
I am using visual studio 2012 on a windows 7 computer to write this program.
