How do I create a drag and drop inteface

I am going to start my own web hosting company and I have ample amount of knowledge in vb.net, but I know javascript only to a certain extent. so for my company i need to create a drag and drop html editor. I am going to do that by using VB.NET(asp.net), Javascript, HTML5, CSS3. i have already plotted out the logic behind the editor but i am unable to understand how to implement the drag and drop feature. can anybody help me out please.. i am not explaining the logic behind as it is a very lengthy explanation....

I think my first question on this would be, why are you re-inventing the wheel? I'm sure this has been done a million times looking at all the existing hosting companies.
