tooltip on selectedindexchanged

I dont want tooltip on mouse hover it should appear when i select the item from the dropdownlist Ex: there are 5 items and from that 5 items I have to show only 2 tooltips on only the 2 items that too when i select it that is on selectedindexchanged event. I am using c# and javascript no jquery .Thanks
