How can I trigger if the mouse was release. In taskbar of a form

Hi Good Day Guys, I'm working with an application right now and I want to know or trigger whenever I release on my mouse (meaning MouseUp). I would like to know if there a way that I can trigger Mouse Up events on the task bar of a form (meaning along with the button close, minimize, and maximize). Thank You Guys.

Do you want to know, when someone makes a MouseUP on the Title bar, or do you want to imitate an Mouse up on the Titlebar ???

I want to know if its possible if there's an event on the title bar, because whenever I used MouseUp event on Form 1. It will only works on the main window not in the title bar of the window. Thank You Paw.
