Yiic shell is not working

I am new to Yii framework.I have installed Yii.I found yiic as M-DOS batch file in framework folder.When I click on it, a window appears and suddenly vanishes.
I am actually looking for Yiic that is used to create web applications.If what I found is yiic then what is the matter with it,why its not opening.

Try opening it via a command line window and see if there are any errors. (Go to the directory it's in, hold shift + right click, and select "Open command window here", then type in the file name and press enter. If the option doesn't show up, make sure you're not highlighting any files.)
