HLP Files Conversion - CodeProject

I am trying to edit the contents of .HLP file and convert them to .CHM file.
I am using HTML WorkShop for this conversion.
I am not getting the Content file(.HHC) and Index file(.HHK) after i decompile the existing .HLP file. Is there anything that needs to be done for this?
Is there any better editor for .HLP files?
