it's php,

I think there is a asp.net equiv, and there is a asp.net blog website software that you can download, I forget the name.

And yes jkirkerx is right. BlogEngine.Net : http://www.dotnetblogengine.net/
Another one is http://www.funnelweblog.com/ (not tried that but its mvc3)
