I don't know if you can or not just because I don't know you, but there are people who can. :-)

Knowing what you listed is not enough. First of all, the most important thing is good understanding of the content of the site, the audience and the purpose. And then it goes the ability to design things, knowledge of design (and don't tell me that there are designers who themselves can take care of everything and developers' design skills are irrelevant — this is not true), good taste, and programming skills, and so on.

I think it would not be a great exaggeration to say that the absolute majority of available sites these days are good for nothing — they are full of cheap effects, distracting and irritating, but simply don't have decent content, and even interesting content is often not presented clearly, with good navigation and elementary readability. If you are going to join this crowd, I would like to kindly ask you to avoid it. :-)
