Communicate b/w two pc at different office WAN Network by TCP/IP

I want to communicate two pc at different location(eg. India and pakistan) using internet by TCP/IP protocol.
can any body help me ,How can i achive it in vb.net desktop application.

I have an Static IP Also, but The Static at One Office and i want to communicate both side(Duplex Mode)
