Solution 1

Go to Aspx page and then click on the Toolbox it will automatically gets enabled.

Hi,
If you just click on the Toolbox it should be visible and enabled.
If you have custom controls or some other tools on toolbox, Try resetting the toolbox (i.e. right clicking in the tool box and select Reset ToolBox).
if the entire toolbox is disabled try to reset it, if it doesn't fix the issue you will have to re-install Visual Studio.
