how can i change the password of any user on windows 7 ? when i dont knw the password of any account?

Unless you are an Administrator of the system you cannot do it, and for very good reasons.

You need to know the list of persons who are using the computer. You do not need to know their usernames, but need to know their normal names. And after finding them, you need to know as much information about them as possible. For example, you might want to know what their personal interests are.

As an example, imagine you are trying to find the password of a person called Mike. And say Mike likes chocolate cake.

Now here's the trick: You need to get a suit.

Yes a suit. Put on your new shiny suit, buy a chocolate cake and go to Mike's house, and ask Mike: "Hey Mike. Here's chocolate cake. Can you give me your password? Thanks in advance".

You can't.

Think about it. What good would an OS be if it allowed any users account to be changed by anyone without proper authentication?

I'm not aware of any method in any os that will allow you to change a user account with no authentication of any sort.
Please educate me how you have accomplished this in the past.

Altering someone else's password is crime and theft. Could you please give us a good reason why you want to do this?
A simple search would have told you the answer. And to decide what to search, you will have to think out of the box.
