Play sound clip when mouse cursor put over a BUTTON

Is it possible to play any sound clip when user puts mouse pointer over any button.
For ex.

if user wants to open a file and brings mouse over BROWSE button a sound clip should play along/instead of normal textual display

It sounds like you are shouting, even without a button. ALL-CAPS is considered shouting on the Web, and pretty rude.
Besides, this is not really a question. What's your problem?
