Pass a value from vb.net code to show html menu

Hi all
Im new to coding so bear with me:)
Im making a website where I check if the user is login via a session id, based on that I want to show one navigation menu if the user is logged in and another if he is not.
I was thinking to pass a value from my vb.net code with the session id to my html/javascript menu. I have been looking at this but cannot see how to do this... and I don’t know if this is the right way.

I hope someone can help me with this?

I want to know whether your navigation menu will dynamically populating from database or it is a static menu(hardcode).
