in which language should web browser be made which does not use wrapper of internet explorer.

Clear your question .. It confusing!

It depends a lot on your ambitions: if you need to (relatively) quicky develop a very basic (toy) browser, then VB.NET is a better option than, say C or C++.

It's good to note that the major difference is made by a choice between .NET and native. Within .NET, choice of language does not matter much, but C# is better than VB.NET just because C# is standard and VB.NET will hardly be standardized and also goes beyond C#. Java is also a viable option; in the native domain I would advise Delphi which is very close .NET (as this is a direct predecessor of .NET).
