Hi Nico,

It depends on what type of features you want to give on your site. It is possible to develop website using notepad but its not practical to develop feature rich social website using notepad.

You obviously don't know anything about ASP.NET which is fine, but that should have been your question.
go to asp.net that will get you started with everything from setting up your environment to learning ASP.NET

I suggest you read a few books or maybe spend some time studying with websites like http://www.w3schools.com/ or many others... or aps.net as previously mentioned!
