Is it possible to create dynamic crystal report in asp.net(run time). User needs to change the design of the report.

Do you mean create an RPT file? I don't think that is possible. Crystal Report's file structure is proprietary.

LOL. OP: Yes ,RPT File. Ok. Is there is any other option to create the dynamic reports in webpage?
