I've been unable to use software since my port 21 seems to be blocked. I've tried uninstalling all anti-virus and firewall, and have not been able to resolve the issue.

What operating system are you running?
What software can't you use (why do you think port 21 is blocked)?
Have you ever been able to use this software (has port 21 ever not been blocked)?
Is it blocked on your end or the other end, or somewhere in between?
Are you on a corporate network and trying to reach something outside?
Are you at home trying to reach something via your ISP?
Or are you trying to FTP between two machines sitting next to each other with nothing other than a plain vanilia router between them?

I'm running Windows 7 and am trying to use Intex at a satellite office. telnet microsoft.com 21 seems to suggest the ports open. Intex says the port is blocked and the building IT says its open.

I had to connect using VPN with default gateway to circumvent the building firewall, which the building's IT couldn't figure out how to configure to stop blocking the application.
