You can write a custom webpart in such case and fetch documents from all the college/school websites which the user has uploaded and display the list to the user in a grid. Here is the sample code:

If that's the case, please explain your scenario properly so as someone can provide you an apt solution. Does each school/college have their own site collection? Explain your situation in a bit more details.

So you want only your admin to view the library? If that is the case, break the inheritance within the library and explicitly assign permission to the admin. This will solve your problem.

I assume you haven't saved your permissions within an xml file for disaster recovery so it looks like there is no way to restore the permission now unfortunately. You have to assign the unique permissions to each items the way it was given previously. Let me know if you have a logic to do that and you need any help writing the code for the same.

Please check the Permissions for the library where the permission inheritance is broken for the item. Is it still inheriting the permissions ?

No crawl is required here I believe. It will straightaway display all the results as per his permission.

The error message gives you the pointer for your resolution. Have you tried mapping the URL in Central admin?

Replacing IDs programatically for items isnt a solution for your problem. IDs are internal numbering for SharePoint items, we can design our view in such a way that we see data how we want to. If you want to see the latest added items on the top, you can sort if on Created Date(Descending) by going into the view. Follow below mentioned steps:
Go to Library settings
Create View > click on Standard View
Select the columns you want to see in the view
In the Sort column, select Created Date in the dropdown and select Descending radio button

Doesn't it always updates the excel sheet if you do an export to excel from the library and save that file localy. Now anytime you will open that excel file, it will ask you if you want to retrieve the latest data from server. Also there is a ribbon button to refresh your values from server. So you can create the charts and just keep refreshing your excel sheet for an updated chart figures.

I understand your requirement now, can you also explain WHY do you have such requirement? What are you trying to achieve by implementing this? When you say, you want the latest added item to the top of the list, why is that required in your scenario? Screenshots will be appreciated.

Sure, I can do that. Can you tell me how do you want to deal with the deletion scenario. What happens when you delete any item, how you going to handle that missed item ID which will be deleted?

Are you running the code on the same server i.e., http://ABRLMOREMOSS ? Or you are trying to run the code from a different server pointing to http://ABRLMOREMOSS ? I think if you do the later, you can get this error, so can you confirm this please?

What exactly do you mean when you say display columns? Is it the columns you see in the view ?

I think you are referring to the dynamic dropdown with Alerts link, which is a OOB feature in SharePoint and doesnt require any extra code or configuration from user. You can simply create alerts using the OOB feature and get emails for the changes done to it. Hope this helps.

Seems to me like you want to have the last added student at ID=1. If thats the case, you have to do a foreach loop and re-assign the IDs for all the items. So if there are 4 items in the list and you add a new item, replace(update) the item with the newly added value and do the same for all the items. You can use custom workflow or event receiver to achieve this. It doesn't sound the best solution to me but let me know if you want the code for doing this. Hope this helps.
