Yes some apps provides the function, but they can't change the voices on the phone. They use SIP (or similar) to place a call through the authors' servers and the voice changing happens there.Sound processing for a phone is locked. You can't unlock that because its strictly engineered through hardware not software.

Did you tried restarting the device? Most probable reason is, your code can't extract user location from gps. There are some other reasons too, location update from gps often needs a bit to time depending on user position.

I hope you know google already stops update patch of eclipse. In case of emulator, do you install haxm installer? It boosts the emulator a lot. There are few other options of emulator like genemotion or bluestacks, they are quite good.
