1) price = (decimal) cmd.ExecuteScalar();
might be giving error. Please check what is the result of cmd.ExecuteScalar() before converting it to decimal.
2) ConfigurationManager.ConnectionStrings["DBLM3"].ConnectionString;
This line can also give error, check id there is a connection section with the above name.

As per my best of knowledge,
It is a separate dll than your project you are creating. You have to understand that you can not code it. You have to have keep it with your project. One thing you can do, create installer(setup) and add this dll to that installer.
