If you are referring to internal changes that happens in an object that is in the list, than it should be handled within the object.

I recommend using the jQuery dialog or another library's dialog.
It allows you do have all on the same page and the user's experience is better that way.
Note: You should remember that most browsers prevent some popups these days and some users won't understand why nothing happens when they click on that field.

That's because owl is an undeclare prefix (at least by what you shared with us).
If you are using a namespace in xml you need to declare on it somewhere.
The xml you've posted has no declaration of owl.

You're locking the panel before using it on another place.
That's why you get a deadlock.
The SyncLock command prevents any other thread from using the object. Since you start a new thread to add the control, it tries to access the panel but stops because of the lock.

Why on earth would you have a table with no primary key?
Primary key is the unique identifier for the record you are updating.
Updating without it may damage your data.

If the application is a network one, all you need is to have the computer with the database accept network connections and change the connection string accordingly
And no. You need to install sql server on the machine and then import the database (You have many good tools for that).

Do you really want to do it?
Installing and deploying servers on client machines seems like overkill.
If it is a small app maybe you could use a more light database like SQLite as suggested or even access.
That way, all you need to do is to add a clean version of the database to the install package.

Why aren't you using "uploadfile"?
What's the point of posting it back if you're just taking a file from the desktop?
When you'd deploy you website, will the server have all the files you'd want to upload on the desktop? probably not.
Read a little about HttpPostedFileBase class and use it.

If you're not displaying the report through a viewer, the only option you have is to display a PrintDialog and use cr.PrintOptions.CopyFrom to copy the options to the crystal reports.
This solution, altough it probably works, is very buggy and might not accept the new options.
Crystal Reports printing is very annoying and the only way it prints perfectly is through a viewer, when everything is handled inside the Crystal Reports API.
If all you want is to choose the pages you want to print, show a dialog of your own, asking for the pages.
Then print them using the print method.

This has nothing to do with the way you write your code.
The time it takes the response to return depends on your network, their network, your server and their server.
If your side is good, then probably their's isn't or very busy.

2. Your statement is incorrect:
In C# you have anonymous methods + Delegates.
In VB there is also something similar but I don't recall what it is called.
Java is a little more complicated because you need to create an anonymous object that implements the method you want.
I'm sure that in other languages there are ways to do it.

I feel like I'm going over the basic usage of visual studio and C# programming.
Please google it a little, especially about the usage of the visual studio debugger.
Then read about the exception "Object reference is not set to an instance of an object".
After you mastered those stuff, revisit the usage of the Crystal Reports api for .Net.

The method Load requires a full path.
The result of Server.MapPath is a full path of the relative path you've given it.

Excel is an independent application that has nothing to do with the browser.
Not only that, are you really able to make sure all your clients have Excel installed?
If you just want to display the data in a table on the web page, I suggest using OpenXml.
