Is there a way? to put the installed program in Program Files? rather than automatically put it on App Data Folder?

I checked the location where it put the installer and XML still there, and when i try to install the application for deployment using the setup.exe, it only install and the Applicaton files scattered in Appdata folder and random folder location which is actually bad

it only works when im in debugging mode, which i manually open the program from Bin\Debug Folder of the project, after trying to Publish the application I suspect that the application put the file in Appdata, and doesnt include the XML file to the directory of the program which throws me an error that the xml cant find the file.
