did your modalpopupControl is within update panel? You could use style="display:none;" for PopupPanel instead of visible attribute, so that popUpPanel.Visible = true; will not be needed on code-behind.

I am not clear about your relation between datalist1 and datalist2. If you want to save the command argument of datalist1 and use it for datalist2 then you can use viewstate for that. on datalist1_ItemCommand save the selected row command argument in viewstate and use it anywhere you want in that page.

It will be better to solve if you put some code what you have tried out.
You can loop through GridView on button click and unchecked the CheckBox that are checked.

I checked this with my system. it's adding new row after 16 because condition is like if(count<16) then update else add new. so do check your condition and curly braces properly.

this.datagridview1.Controls.Add(panelid); // this is used to add created control to the control collection of datagridview then we can set its location and size using DataGridView.GetCellDisplayRectangle Method
