Its just a if statement, alternatively you can write is as
int selectedYear = Convert.ToInt32(ddlYear.SelectedItem.Text);
int remainingmonth = 0;
if (selectedYear == DateTime.Today.Year)
{
remainingmonth = DateTime.Today.Month;
}
else
{
remainingmonth = 1;// jan month
}
