Dunno why it's not on Vista (other than not enough market share to care); but for IE9 they dogfooded DX10 2d APIs to GPU accelerate the rendering pipeline. Getting that onto XP would've either required writing the accelerated pipeline twice OMG | :OMG: or keeping the old non-accelerated version WTF | :WTF: also for twice the maintenance work while taking just as much abuse for giving XP a cripled version of the new browser as they did for not releasing IE9 on XP at all.

Now days IIRC, from the last time I played with a stats site's data visualization, a large chunk of the IE8 long tail is actually from W7 boxes mis-admined by *cough*idiots*cough* corporate it *cough*morons*cough* who're actively blocking upgrades. In some cases "because facebook/etc are broken on legacy IE so it stops our employees from slacking off", never mind firewall blocks or personal phones with data plans. D'Oh! | :doh: D'Oh! | :doh:
