The law requiring microchipping of all dogs in the UK comes into force tomorrow. Of course the news has to be presented in a balanced way so lots of free publicity for the intellectually challenged opponents [^]of the law, the comprehensive defeats they suffered in the whole legislative process notwithstanding. As if I wasn't depressed enough!

Right - and that's working really well so far...
And criminals would never remove the collar when they steal a dog, would they? OK - yes, the chip could be removed - but it would leave a distinctive wound / scar which would identify the animal as stolen.
Methinks whoever wrote that normally dumps their dogs when they get too old or sick to be bothered with - or is "into" dog fighting...

Okay... not being from the UK and hence not affected or aware of the law previous to now, I do have some questions.
What happens to a dog if found without a microchip? If the dog is feral or has been abandoned, what is the fate of the dog? A few years back, a dog decided to move its litter of pups under our outbuilding. It wasn't my dog, I don't know who's dog it was. Before I could call the county, the dog moved the pups again.
And... why dogs? Why not cats? What is the reasoning behind the law.
Is there a population that may have dogs, but doesn't have a recognized address, such as the people mentioned earlier living in the traffic circle. How do they register their pets?

The recovery of lost and stray dogs is really a minor consideration in the law. The principal aim is to identify owners when dogs are involved in what might broadly be called anti-social behaviours such as attacks on people, sheep worrying, fouling, etc. and to discourage abandonments. The easier recovery of lost dogs is a bonus to some extent.
Dogs found without chips will actually benefit as the current requirement that the finder or the shelter makes maximum efforts to identify the owner for a statutory period can be dropped. Dogs without chips will now be eligible for rehoming immediately and any previous owner will not be able to challenge any rehoming as they now can (a particularly heartbreaking case of this is now in court - I certainly won't be sorry to see the like disappear).
Why not cats? Basically they have an entirely different legal status. The idea that you don't own a cat, it owns you is pretty much reflected in what little law applies. It's unlikely, unless cats start attacking and killing humans or hounding (or whatever the feline equivalent would be) farm animals to injury and death, that there will be any move to increase the legal responsibilities of cat owners. But you never know!
I must check, actually, as to whether the law extends to foxes with the fennec now quite popular and several cases of lost and abandoned cubs being brought up as domestic animals.
The roundabout people would need to make their own arrangements as to a point of contact to be included in the registration. Not having a permanent or recognised address is not a get out of law free card whatever the law in question.

For those who are missing context, West Indies beat England in the final of the T20 Cricket world cup on Sunday. England were looking favorites to win, WI needed 19 runs off the last 6 balls, Ben bowled 4 back to back deliveries, each of which got hit for a 6 (analogous to a home run). The media have been giving him a tough time since then, and his mom decided to call a radio station to tell them to stop.

Zero sympathy. If I had my way he'd be dragged behind horses through every English county wearing sackcloth and ashes before being chained to a wall in the Tower to let the ravens pick his eyes out!
