It seems weird that it is easier to kick off the author of an article than it is the article itself.

I think it's a bug: it should be five for the article, and 10 for the user, IIRC and normally it is. But some of them seem to hang on up into the high twenties...

I take the risk to sound like RyanDev this time... one thing is if you want to be involved or not, another thing is if he broke the rules to be reported.
He is going to be nuked, and I am not going to miss him/her. But the point is... this time, the report is/was not legitimated by the rules.
