That is a template issue, perhaps your template is incomplete.
If you are using a commercial version of template, contact the developer and ask them to fix this, most probably there is something missing, or something was not uploaded by the developer.
I also just found out that you have been asking the same question on rest of the Internet too, and you were told to share the code too, it is impossible to help you at all. Share the code at line 14, line 15, line 22... So on and so forth. But this problem will boil down to an incomplete theme, or a poorly written theme.

How can you add skew effect on only one side of a div? In the bellow images is what I want to achieve.

Also, when I add skew to the right div (the one with "Test right"), it also adds a space to its right, which makes the browser to add the scrollbar on the bottom, because parent div has 100% width.

As a temporally fix, I've removed skew entirely and I've added another div (between the 2 divs that had the skew effect) which has 2 colors on diagonal, giving the same effect. But I'm not sure how good this idea is. I'm new to this.

Assuming you're using a linear gradient[^] rather than an image, that sounds like the best solution.
I'd be inclined to use the ::before[^] or ::after[^] pseudo-elements to avoid the need for the extra divs.

I used linear gradient, because I wanted to give its size using JavaScript for dynamical purpose.

So...
My local area of NA's website is complete & launched (w/ the help of some folks here...thanx).
1) My original background image was 1950 X 1460 & about 1.2MB...it loaded slow...& because of the bootstrap template I used, you can only see the very top of it.
2) I figured I could reduce file size & accomplish the same thing graphically by cropping the size to just the top. When I did that...something in the code relative to it's position or display caused it to increase in size on the home page, showing only a small percentage of that cropped image (& ruining the look of it). And...even that smaller image loaded slow.
3) So...not knowing how to alter the code relative to the display of that more narrow image, I decide to use the original size image & optimize it for the web, which decreased it's file size down to 205 KB. BUT...that image still loads slow!
So I'm hoping someone can look at my home page code & tell me what is wrong...why the smaller images still load slow; & why the narrow image (which was reduced in height from 1460 down to 375) appeared larger. I'm not sure if my problem is a code problem or an image file size problem.

The biggest performance hit on the page is actually that house in the header; use GIMP or another product to change that to a PNG and re-size it to the target size (it's almost 700KB!).
I would suggest wrapping your jumbotron in a div, determining a set height for that div, set you BG as the BG to that Div rather than the jumbotron, and trimming your image down to size (and convert to PNG).
If you want to be mobile-friendly, you'll also want to exclude those pictures from mobile downloads (which you can do with bootstrap!). I would also suggest re-ordering the menu so it collapses into a hamburger on small screens.

Ok, and if I put this address to CInternetSession Class | Microsoft Docs[^] he tell me: server name is not valid. Ok, then if I put www.somesite.gov.gr/WSAWDF/somefile.do then I get the same response ... so, how can I find the right server name for this address ?

Most website owners do not reveal their server names. And that class requires you to enter the server name as the initial parameter.

On a web page,letters are generated on the web for parents where student letters need to be generated.
The html font on the letters are setup to be either:
1. Arial 10 or
2. arial, san serif 10.
The letters are display ok, but the font on the letters look different depending upon the font type that is specified on each unique html line.
I know that Arial 10 ahould appear on all the lines, however the fonts look different from where Arial 10 versus arial, san serif 10 is displayed.
As far as I know, on the lines that say 'arial, san serif 10' arial not being picked up? Can you tell me why? I always thought that if the first font was not available
on a particular printer, the second font will be picked up?
Thus can you show me what I can do to solve my problem?

Arial does not have serifs so "Arial, sans serif" does not mean anything. It is likely that using such a designation makes the browser select an alternate font.

Is it ever really appropriate to create resources on a GET? I've received the answer we've done it this way for all these other situations and "the UI shouldn't have to make extra calls" If I'm setting up a user in a 3rd party system is it really bad to be making a separate call to make that integration with our system?
Either I'm missing some kind of RESTful wisdom here or we're keeping the UI lighter from responsibilities it should bear. I'm not really sure which here.
Well, who doesn't release stuff like that ? Microsoft software is just as bad.

No.
GET , HEAD , and OPTIONS requests are meant to be idempotent:
What are idempotent and/or safe methods? - The RESTful cookbook[^]
There could be any number of devices between the client and the server which will expect to be able to reissue an idempotent request multiple times without side-effects.
Anything which alters the data should be using a more appropriate method - PUT , POST , PATCH , or DELETE .

my (critical) task is to programmatically put a file without using CFileDialog, and to programmatically click "Send" button.
I create a clone of this html file, on my local HDD, just like this:

I only replaced
input type="file" with
input type="text"
and, most important, action ... but when I click "Send", I get a response from server: You are not choosen any file" ... which is right, because on my file, on "action" tag I put the original file path ... do you know what I mean ?
I put all these into a VC++ app, where I used CHtmlView for handling all this ... but I am stuck here ... and I don't see any output ... it is mean a lot for me to solve this ... Can you give me a little help ?

You can't automatically upload files from the client machine. Would you want a website automatically uploading your files? I suspect not, so you can't do it to others.
If you want to automate this you'll need to do it my programatically constructing the appropriate html request to the server via your VC++ app, you won't be able to get a browser component to do this for you.

Ok. This is the scenario: I have a html page, with a input type file element (included in a form), let say page 1. If I manually choose a file from local HDD, and I submit that form, the server respond me with some values, listed on another html page, in my browser, let say page 2.
So, if I send to the server a VC++ request with all data inside, somehow in page 1, and I don't use the browser for that, how can get the expected data from server (expected page 2), inside of my (program) browser ? Because I need to collect that data (from page 2).

Depends how much you want to show. You could just extract the relevant data from the response and show that somehow, even in a browser if it allows you to show specific html rather than just load from files\urls. If you wanted to show the whole page you could convert any non-absolution resources to absolute ones, so
src="/css/styles.css"
would become
src="http://www.targetserverhere.com/css/styles.css"
and that would give you html you could possibly load into your browser control.

I don't know VC but that looks like for uploading a file to an ftp server, not for POSTing a file to an http target.
