I presume you mean the rules for changing the pin number.
What does a pin number do - supplies authentication security. What makes you think there are rules for changing a pin and what possible benifit would the owner of the ATM get from allowing a C# program to change a PIN.
There may be a business process but that entails phone calls and mail and all sorts of stuff you can't do in C#.
Or maybe you want a peice of C# code you can write to a smart card that you can put into an ATM and chage the master pin/password.
