The format screams I have been copied + pasted from somewhere else, but I have tried 2 random sentences without success (no time now for deeper investigation). After deeper search (See Jochen's message) nothing found, possible plagiarism has been busted.
Anyways looks very close to the advertising for me.

I would say that it does look and smell like spam; but I may be wrong on that.

I did a deeper search and found nothing. It looks like it has been copied from an internal source (e.g. an intranet). There is also a single dead image link (lh3.googleuserremoved.com/...).
So it might be accepted after formatting and fixing the image.
