It is when the business formally requests a change in the software. This means that there is an audit trail of all the requests and when an upgrade is release it can be said that requests X, Y and Z have been fulfilled. If the business then turns around and says that they didn't want that feature the development team can then show exactly where the feature came from. It sometimes shuts up the idiots who requests something, lobby hard for it, get it, then realise it isn't what they need and try and pin the blame on the development team.
