years ago I was given a FORTRAN IV system to add new features to - I had never seen the language in my life. The next project I was given was in a subset of PL/1 which I had also never seen - I went to the local library to get a book on PL/1 (gosh, the days before t'internet) and the only one they had was a Fortran to PL/1 guide - which was rather handy

I expect an employee to give an estimation how much effort it is to get the task done. If it involves selfstudy/formal training is at the employee to ask for. I don't know what you expect from your boss: thinking all details through for you before daring to ask you if you might wish to take this or that task?
With this attitude you won't get far in the universe I live in... You grow with the challenges! Make the best out of it!

Where are you from? And how much is it paid a good programmer in there?
If the second answer is better than my actual salary, I'll move to your place without objections. I would really love to be trained each time I have to fix anyone-else's piece of sh1t.

He didn't say you'd actually receive the training though.
In practice what usually happens is that you tell the boss you need X, Y and Z to do the work. He comes back with you can get trained in X if there's any training budget left but it won't be until next year. Oh and we need it fixed by lunchtime.

Give the current employer an opportunity. Just because a hypocrite manager does something out of his temerity, you don't need to ditch the opportunities from the organization as well.
