Like Automatic Update that might actually install new applications, maybe it's not that bad to have it as a feature that can be Enabled/Disabled.
Being enabled by default might help prevent some online attacks like DDOS that is affecting some servers these days. Advanced users, on the other hand, can disable it.
The risks must be measured and taken into account as well. Such a feature can help hackers in a way.

What happens to those programs that are part of programming suites for propietary industrial embedded systems?
I've used softwares that the antivirus program wants to kill from time to time...
What would happen in those cases?
The important (IMHO) is to give better tools to remove infections, problems, malware... But removing a software... without my consent?

Does an individual have a right to dictate software specifications of software developed by a private company?
of course NOT!
Version 2:
Does an individual or group of individuals have to right to set their own software specifications?
Sure, as long as they do not infringe on another's rights in the Bill of Rights. (example: stealing credit card info or sharing other personal information saved on the os would violate someone's right to privacy and also infringe on someone's right to the pursuit of happiness)

What about the computer illiterate you might ask. IMHO if you own a computer then you should endeavour to understand at least the basics on how to protect the computer.
Having a computer is similiar to owning a car, you need to learn how to drive it, so to speak.

I agree that malware should be able to be removed remotely. Microsoft kind of already does this with the Malicious Software Removal Tool which I think is run every time it gets an update. However, things that I pay for should be mine. A high school student a while back sued Amazon for remotely removing a book that contained all his notes for his thesis.
