I'm helping a friend in developing a project for our alma mater. And its based on this paper. based on this paper:

and according to the paper. the authors used MATLAB 2014 to translate that algorithm. I don't know if that will be applicable to us because:
1. We don't have license for matlab (and piracy is a no no)
2. The project we are developing is using a mobile app to get the signal (using wifi) web app to monitor the users and I don't know if MATLAB can be used in web.
The algorithm is used to get the signal strength of a mobile and the location and it will be incorporated in the website.
My question is can PHP or JS or Python be used as a substitute for MATLAB?
