i need to help how to create, develop, and auto refreshment of any changed on c# library used by VB.NET.

This is not a question, but generally there is no problem to use C# assemblies by VB.NET.

If you are looking to use C# and VB.Net together, you can take a look at Using C# and VB.NET classes together in the App_Code folder[^]. Both languages can be used together as eventually they would be converted to IL, an intermediate language.

There are no situations where an assembly written in C# or VB.NET can make any essential difference in usage. You can such assembly by VB.NET in totally identical ways; in fact, you cannot even detect a difference in any reliable way. .NET assembly is a .NET assembly. If you have any particular difficulties, they are related to problem writing some library code or using it outside assembly; it has nothing to do with language differences.
