I'm busy squishing two sections (classes) of Other People's Code(TM) together, like a toddler with a sandwich, so that I can dissect the result.
I've been trying to get RGB interface LCD panels to work with the ESP32-S3 under the ESP IDF 4.4.x and to do so involves hacking the utter crap out of an undocumented coprocessor on the MCU because pre IDF 5.0 they didn't finish the RGB panel stuff.
It's been days of struggle, and approaching, destroying and reapproaching. I have working reference code, but the comments are in Chinese (I think) and it's part of an entire graphics library, 90% of which I don't want or need.
The problem is I get all the way done hacking something together and it doesn't error, but it doesn't work. It's like that boss that always agrees to some proposal just to shut you up and never follows through. What do you do with that?

just find out this feature for Firefox browser: you can edit PDF files.
it is a very neat feature for me...

Is this a true edit or just a field fill feature? Edge and Chrome allow you to fill form fields and save the new PDF.

so far I use it to add some text/notes to my PDF files. it has some draw tools to draw some curves too.
it helps me to prepare some financial forms etc...

Presumably that would mean it would allow one to create it from scratch.
Googling for that doesn't return much.
As per the OP and googling on that one can do the field edit, add notes, and draw. Additionally it allows one to create a PDF from a web page. That last part means at least that it does 'create' them to some extent.
Now as to a full feature editor that would seem odd to me since the browser is not an editor. Someone might do an addin I suppose. Looks like PDF2Go does that.
