At the risk of howls of derision from other freelancers, do try places like PeoplePerHour and other online work auction sites. (Caution - only use ones where you can actually discuss requirements with the buyer before making a firm bid!)
Yes, it's a rubbish market and yes, some buyers expect stupid rates. (I once saw a request for someone to build a site "a bit like google and ebay" and with a budget of $200).
However, since 2008 100% of my clients have come either directly or indirectly through that route. For a couple of years I was earning roughly 3x what I ever thought could be my maximum income through contracting, as a result of bidding for a $200 one-day javascript gig that led to more work with the same client, and his associates, and their associates... I'm now semi-retired and have been for 18 months, ticking over with past clients and still getting direct requests from new clients through PPH.
If nothing else, it's a great opportunity to practice your self-marketing skills, and if you win some bids, you at least get a bit of income. More importantly you refresh your skills, widen your experience, and learn from other people's mistakes. And the best bit? Absolutely no flying involved!
Don't join a site that requires you to "buy" bids with real cash, and you've nothing to lose.

I-95 is 1,919 miles long, running from the Maine/Canada border to Miami, FL. The length of time to find a job will vary with the location. "Tri-State" area could be Maine/NH/Massachusetts, Massachusetts/Rhode Island/Connecticut, etc. Your question is too wide open for anyone here to provide a valid answer.
What I can guarantee is that if you can't be more precise in your resume and job interviews you won't find a position that you like.

I didn't want to provide more detailed resume as I do realize, Longie is not a job board. And I think I give enough - very versatile experience with the most of the commonly used languages. I got to the end of the page and no one actually answered you question.
In my experience the problem is the Recruiting companies, hiring managers and the interview. Those folks almost never advertise for what they want. Mostly because they do not know themselves. So they ask for Super-Developer/Programmer. Once you get your Resume' out there the Recruiters take a shotgun approach and your are inundated with a ton of "opportunities" with requirements that don't match your skillset (or anyone alive today, except maybe God).
As for length of time it is totally random. A lot depends on your requirements. Are you willing to re-locate for a 6 month contract? Are you adamant about staying at home? Are you looking for contract to hire and so on.
I have worked 3 contract jobs in my 36 year career. All with reasonably satisfactory results for both parties. I would suggest Dice.com and VirtualVocations.com as places to start and get your resume' out there.

People who haven't traveled for work often think it sounds glamorous and can't fathom why anyone would complain about doing it. They don't understand what an absolute pain in the ass air travel is and how seeing hotel rooms in many countries is not the same as being on a vacation. I stopped consulting shortly after 9/11 because after that, travel became unbearable.
