If you knew a 11 year old girl could hear you every time you have sex, would you ever even do it again? It would sure put me off.
So what happens if they never do it again? Maybe it could cause the relationship to fall apart. Can you live with ruining a couple's happiness?
Perhaps the first conversation doesn't need to be so detailed, just a simple "you are a bit too noisy" and see what happens.

I expect people won't just move to be polite though, would probably take some falling out to get to that stage, and "younger" people can be pretty arrogant. Saying something could easily make things worse, be careful what you wish for as they say.

I think if you read GKP1992's post again he wasn't saying to tell your 11 year old they are having sex. He is saying tell the upstarirs neighbours that your 11 year old daughter can hear them having sex. Might get them to shut up. Sex is fun and doesn't have to be noisy, if she's that loud maybe she can play Lassie in the next Porky's sequel.

Basically, try to make them want to do it less.

At least an 11 year old is old enough to be informed about what is going on. Too many kids have heard that kind of noise from their parents' bedroom, and it has scared them, beliving that daddy is mistreating mommy, while (hopefully) he is doing exactly the opposite.
Actually, I am less scared by a female who expresses pleasure than of a female that just lies still, letting the man do his things, and "try to think of their country and of the queen", as women were advised a hundred years ago as a way to suppress their bodily reactions when they felt something coming. Female pleasure was not accepted; it was all a man's thing (at least in some social environments). I am glad that is over. I'll gladly take a noisy female over a cold one who is "just doing her duty as a woman".
I think eleven year olds are old enough to learn about that. But then... I am not living in the USA ...

You are assuming that they are having sex, they may be just watching pron without turning the volume way down.
There was a court case in Oz or possibly the UK (can't remember and not interested enough to search) last year where a neighbor was prosecuted for disturbing the peace with her screaming.

Reminds me of the time when I was a graduate student.
Three of us rented the lower level of a house and the upper level was rented by someone else. Whenever he brought his girlfriend over for an evening of, ahh, entertainment, the heating register acted as a resonator and amplified the sound!
