As a developer i applied in 3 to 4 IT companies where i selected but i was not comfortable so i did not joined . Because the thing is they offer me Rs 8000/month  .. The problem is not Rs 8000 the problem many of my friends who are not graduate even are earning 20k to 25k in call centers or technical support.
SO IF A CALL CENTER CAN OFFER A SALARY OF RS 20K TO 25K THEN WHY THESE IT COMPANIES ARE NOT ABLE TO PROVIDE SUFFICIENT SALARY.WHYYYYY??

Probably because the call centre workers are trained and good at their jobs, where you are applying for "beginner" jobs?

Now situation is not that bad my first internship was 60$ per month back in 2012 and after 3 months I got hired permanent on 120$ per month and I worked for almost an year on that as I was beginner and was in learning phase.
But I have seen students too who get great as student too and can write code to the level of professionals they get chance to get hired on good packages like you mentioned of 250$ per month.
My advice is to get started with career as developer, polish your skills and when you are great on the skills you can demand as you want in future.

It's general economic theory; supply versus demand. Obviously, there is strong demand for English speaking call center support staff, so wages will be inflated until the demand is met. Plus call center support staff are supported by western companies. The supply of software developers outweighs the demand; so the wages are much smaller. My advice is that if you are a very good software developer, consider mastering your skills at home and then consider moving to the west. There is a small supply of developers in the west and high demand. A senior level developer would make at least 500,000 Rs per month in the west.

Oh yes... specially for the "supposed Microsoft" call centers that are nothing but scammers. And they do a damm $$$ fvcking up non-techies around the world.

Your level of experience is a big factor in what companies will offer you. Think about it. It takes little/no talent to answer a phone and try to convince someone their name is Larry and that they live in Wyoming, but not everyone can be a developer without experience.

High tech software developer here, graduated with 6 years experince. 21k with all the taxes still to be applied.
In my country it's the average, I'm even lucky because I have fixed work time and virtually no travels.

If programming is your passion and there is not any other option at the moment take any opportunity you like or take an opportunity you can suspect working on interesting projects.
You can still leave later but any experience working in a team and projects, a work culture, a work routine, discipline will count and give you an opportunity to learn & progress.
Your next move will be simply anything higher than Rs 8000.
The companies have got certain budget, as somebody mentioned here, certain Call Centers simply can have higher budget (from foreign companies) for you being just on the phone while other IT companies might not have such a budget for certain level of developers. If they see that you are good and they have got budget to increase your salary eventually to keep you, they will. If not you will find something better 
As a developer you have got unlimited options to progress through years, even starting your business eventually. As a Call Center worker it is not that certain. And all of us started on certain low salaries!

You need to learn this magic formula about Frustration:
Frustration = (Expectations - Reality) * EGO
It simply implies that the bigger the difference you see in Reality vs. what you expect, the more Frustrated you will get, and your EGO only makes it worse.
It also shows: The fastest and easiest way to avoid frustration is to lower your expectations to what Reality is! Or simply become EGO-Less (EGO of 0). Because it is hard to be frustrated about something when you don't truly care, because you are centered. This is the hardest thing to truly change.
My first programming position was UNPAID. My Second one was just $5/hr (In America, and since that was more than Minimum wage. I was happy. My expectations were pretty low back then).
But you have to start somewhere. Make a plan, get the experience, and be the employee they want to keep... Or find another company after you have enough skills to move on for much better pay.

A mates lappy refuses to boot up - can I help as he has all his pictures on it?
Looks like the boot area is corrupted - don't know how, he swears he hasn't downloaded anything nasty. Yeah, right! I'll reformat and install again.
OK, take out the HDD, do an image backup to his USB drive, test restore to a fresh partition on my machine. Notice that he's a "random storer" - the pictures are all over the place. Decide that is his problem, not mine - I'll give him the backup and he can spend a good chunk of his time finding them, not me.
Reload from machine recovery disks, upgrade to Win10, done.
Install AOMEI and write up instructions to access his files in the backup (AOMEI allows you to mount images as logical, read only disks, so this isn't difficult).
Only ... Windows won't let him access the files because he's logged in as user "Tim", and the files are owned by ... user "Tim". 
And it's read only - for good reason - so he can't change the access permissions.
So now I have to repartition his USB drive, and re-restore the partition back to that so he can acquire permissions to access his own files...
Why do we make things to complicated for ourselves?

While you're online as Mr. AOMEI...
I got a new laptop a couple of weeks ago, and was somewhat limited by the options in the shop so ended up with a piddling 256GB SSD (but a reasonable 1TB 7200 hybrid D . Order 512GB SSD, find out I have to give AOMEI another bunch of beer tokens because I bought a discounted job last time around and it was locked to the old laptop, do a sector by sector clone to a nice 7200 hybrid on USB3. When the new SSD turns up, clone the USB HDD to the new installed SSD sector by sector, reboot.
No OS detected.
Utter obscenities.
Redo without sector by sector.
Utter much more obscene obscenities.
Dive into BIOS - turn off UEFI boot and go to legacy boot.
All boots OK.
So the burning questions are:
1. Why did I have to dump UEFI boot for AOMEI?
2. How do I go back to UEFI boot?
