Did you ever even hear of Buran, the Russion version of the Space Shuttle? Even if it resembled the Space shuttle very much, there were also some significant differences. It could, at least in theory, take off and fly like an airplane to another location. It then would not have required to be carried on top of a large cargo plane.
I knew one of them had been brought to a museum.[^], but what has become of the others?

Installation fails because it can't connect to the Internet.
Do these morons even know what "offline" means?!?
How about "air-gapped"? Do they know that one?
And bugger Cisco, too, for making a plug-in that only works properly in chrome -- if the FF or IE versions worked, I wouldn't need chrome.

I can kinda understand that one: a browser is designed to connect to the internet, so an absence of internet is going to be confusing for it.
It's not really Chrome's fault you are trying to do something totally offline with a online tool! 
Did you check the portable version?[^] - I haven't, but they may help.

So that if you are on a machine with no browser, you can install one to get started - remember, that's why Edge / IE is there: so you can download a browser that works...

I hate to disagree, but a browser is something that is designed to render web content.
Connecting to the Internet is the responsibility of the owner of the machine and the network card/driver/software. If I thought that a browser had taken control of that, or even tried to, I would uninstall and blacklist it immediately.
I feed a browser HTML files, of whatever origin, and it displays me nicely rendered pages. That's its only job.
Half the help files in the world are now delivered and installed as locally-stored web content, which are accessed through a browser which renders web content -- much like word-processed documents are rendered through a word processor.
I'm not bothered about that, though, because any browser will happily display help files on air-gapped machines.
However, the cheery chaps at cisco decided to make a plug-in that only works correctly with chrome, and my customers want to use this plug-in.

Methinks you misclicked and downloaded the online installer. The offline installer is 50Tb, to provide you with sophisticated technology and a stylish and lightning fast browsing experience.

Were you connected to the internet when you ran the installer?
The online installer is a whisker under 800k; the offline installer is nearer to 50Meg -- it's quite hard to get them mixed up.
