How's VS 2008 connected to the number of systems your code can be used with?
As for the Framework version, this once was true for .Net 1, then for .Net 2 - Best of luck when trying to install any of these, not even talking about writing code for them in todays day and age.
Mind you, "Legacy" tells about as much about usability as saying that you're using the latest and greatest stuff, to relate my opinion.

I don't think the later versions have done much to make the code itself any better; it's more about the infrastructure for how you code.
Mind you, it would be extremely satisfying to reply to a bug with: "Works on my (win'95) machine".

An IDE is not supposed to affect code quality - Tools as for example Resharper are, but they still remain tools. In the end it remains the dev's responsibility to produce as good code as possible, given the time frame he has.

So now actions (install/update/delete) are scheduled for extensions, and executed only when you shut down VS... But now you have to close all the instances immediately to let the scheduled process to finish...

From the sound of all this trouble with VS2017, I'm thinking I ought to go back to writing my code in pencil and mailing it to people.

Spend a week with Eclipse, and you'll be overjoyed to return to VS, no matter how bad it is.

I'm actually using Eclipse (neon.2) for PHP at work... It works perfectly for that...

Annoyingly, it looks like you also have to close all instances of VS2015 to let the process finish.

Exactly... More then annoying... In a long time the first version of Visual Studio that can't play nicely with other - running - instances of the same or older versions... It seems I'm on my way to dump this version... And I had high hopes to get a quick VS to me...
